Tender for Study into Open Science and Research Assessment

Science Europe invites qualified consultsants to submit proposals for comprehensive desk research on strategic approaches to, and research assessment of, open science.

The objective is to expand upon and contextualise the results from Science Europe's recent survey on the topic, through a scoping review of the broader academic research context on open science and its implementation through research assessment and monitoring.

The deadline to submit a proposal is 6 February 2025.

Science Europe's Working Groups on Open Science and Research Culture are jointly working on strategic approaches to, and research assessment of, open science. The goal is to provide foresight for policy discussions and enhance mutual learning among Science Europe's Member Organisations, as well as to lay a foundation for the formulation of strategic recommendations on open science and policies and practices for research culture.

During 2024, they held a survey among Science Europe's member organisations on these topics. The report with the outcomes of this survey was presented during a webinar in October 2024, during International Open Access Week.

About the tender

The objective of the consultant is to perform a scoping review of the broader academic research context on open science and its implementation through research assessment and monitoring. This should be connected with specific survey results and contextualise the findings with a research culture perspective. These results will be discussed in-depth with representatives from Science Europe Member Organisations during a series of internal workshops in early 2025.

Deliverables

Requested are a detailed report, to be delivered by October 2025, that connects an academic literature review to the findings of Science Europe's survey report, and analyses key levers for change, including potential contributions from various elements of open science. A draft of the report should be presented to the Science Europe Working Groups by the end of June 2025, and the full report during a public webinar in October 2025.

Requirements and evaluation criteria

We are looking for someone with an advanced degree in a relevant field, with a proven track record in conducting research into fields related to open science and/or research assessment, who is able to manage projects, collaborate, and meet deadlines. They should be able to produce clear, concise, and well-structured reports and be able to present these findings effectively to various audiences.

We will evaluate proposals based on expertise/experience, approach and methodology, quality of deliverables, and budget/value for money.

Proposals received after 6 February 2025 will not be considered for evaluation.
