A Stronger Europe through Research and Innovation

Science Europe, together with CESAER; the European Association of Research and Technology; the European Round Table for Industry; the European University Association, the League of European Research Universities; and The Guild have joined together to call for a robust and dedicated European framework programme for research and innovation. 

Putting research and innovation at the heart of Europe’s economy is essential to tackling key challenges: closing the innovation gap, enhancing competitiveness, driving the green and digital transitions, and strengthening resilience and security. The European Commission’s ‘Europe’s Choice’ political guidelines and the Competitiveness Compass highlight the importance of a strong research, development and innovation ecosystem.

Recent reports from Letta, Draghi, Heitor, and Niinistö reinforce the need for enhanced European collaboration. A bold approach is necessary to maintain global leadership, requiring:

  • A Strong European RDI Framework: Supporting research from fundamental science to market-ready solutions through cross-sectoral, cross-disciplinary and cross-continental collaboration and the continuous development of the European research area and innovation ecosystem.
  • Increased RDI Funding: Securing over €200 billion in the EU’s 2028–2034 budget to ensure transformative innovation, and a stable and predictable funding framework.
  • A Simplified, Attractive RDI Programme: Reducing administrative burdens and promoting an environment for high-impact research.

The signing organisations are ready to collaborate with the European Commission, the Council, and the Parliament to ensure that research, development and innovation remain central to Europe’s strategic priorities.
