For Science Europe, 2021 was a very important year: the association celebrated its 10th year of existence. Founded in 2011, it has grown into a respected and influential voice in the European research policy debate. Moreover, we published a new Strategy Plan for 2021–2026, which maps our collective objectives and sets a specific yet flexible action framework over the next five years.
How research policies must adapt: association launches new Strategy Plan 2021-2026 and Multi-annual Action Plan 2021-2026.
The 19th Annual Meeting of the Science and Technology in Society Forum (STS forum) took place at the Kyoto International Conference Center, Kyoto (Japan), 2-4 October 2022, with the participation of nearly 1,000 global leaders in science and technology, policymaking, business, and media from over 80 countries, regions, and international organizations.
The Roadmap, approved by the Science Europe General Assembly in November 2013, is Science Europe’s action plan to contribute to the elements of a successful research system. It acts as a framework for voluntary collective activity, providing a long-term strategy for the association. The ‘Priority Action Areas’ are those in which Science Europe members believe that there is a potential to achieve tangible and substantive progress, and where they can add real value by working together.
The Science Europe Strategy Plan comes at a crucial time for European Research an Innovation (R&I) and includes an updated vision, mission, values, and set of strategic priorities for the association. It supports its Member Organisation in their mission to create world-class scientific knowledge, delivering more benefit for our societies.
Science Europe supports the call for open and barrier-free science collaboration between European countries, including Switzerland and the UK, made in the newly-launched Stick to Science initiative.

In December 2020, the EU knowledge community collectively welcomed the provision in Protocol I of the EU-UK Trade and Cooperation Agreement for the UK to associate to Horizon Europe. Now, at the end of the first year of Horizon Europe’s implementation, the procedure to officialise the association is in a deadlock.
Several initiatives attempt to bridge the R&I gap between Eastern and Western Europe, including the European Commission's €3.3bn "Widening" plan, and the relaunched ERA. Implementation remains difficult, however. Science Europe sponsored and co-organised the first regional event of the new Science|Business Widening Initiative to address this issue.
On the occasion of the 2023 High Level Workshop, Science Europe is organising a campaign to showcase its Member Organisations' activities regarding international scientific collaboration with Africa, Latin America, and the Caribbean, with a focus on academic freedom, integrity, and reciprocity.
In this paper produced by the Scientific Committee for the Life, Environmental and Geo Sciences, the Committee argues that in order to strengthen international collaborative research, the national research funding organisations should consider increasing their efforts to widen the participation of various European countries and global partners in multilateral schemes, whilst fostering interdisciplinarity and knowledge integration. Moreover, a bottom-up approach should be adopted in order to collect research proposals that contain novel ideas and solutions, captured directly from the research community and users, thus enabling open innovation.
Science Europe is looking for a Senior Policy Officer to join its team in Brussels. The Policy Officer will focus on EU Framework Programmes on Research & Innovation, and on Cross-border and International Research Collaboration.
